If the question only gives you this information, then I think is not reasonable to say that Zach needs 4 gallons of water. I don't think any dog's bowl is large enough that needs 4 gallon of water to fill it up. Plus, there's no any other information such as why specifically requires 4 gallons instead of x (other numbers) gallons.

No, that would not be reasonable to say.

If you were filling some buckets, you could say 4 gallons, but we’re talking about a bowl and at the most that will take just a few cups.
