Yes, y varies directly as x in this function, for the outcome of y is depended on what x is
for example:
when x = 10, y will = -24
y = -3(10) + 4
y = -30 + 4
y = -24
when x = -10, y will = 34
y = -3(-10) + 4
y = 30 + 4
y = 34
