we know that
the equation of a line in the point slope form is
y-y1=m*(x-x1)

if m=-4/5 and the point is (3,-2)
the equation is
y-y1=m*(x-x1)------> y-(-2)=(-4/5)*(x-3)----> y+2=(-4/5)*(x-3)

the answer is
y + 2 = -4/5 (x - 3)
