To solve this, we take the number of subjects who weren't diabetic, and then divide them by the total number of subjects who took the test:

Probability =
(28)/(3+28)
=
(28)/(31)
= 0.903225..
= 0.90 (rounded)

So the probability of randomly selecting a subject who was not diabetic would be 0.90 (the final option)
