The correct answer is They want the industries to be profitable to help the economy.

They understand how troublesome the industry can be and why pollution is wrong, but without it there would be no way to boost African economy which is at many times full of different issues even when not caring about pollution. If they stopped it completely then there would be even fewer ways for African countries to develop.
