The surface area is the sum of the areas of each of the 6 rectangular surfaces. There are two surfaces that have the same area, so we can find the areas of the three different rectangles and double that total.
.. A = 2(LW +LH +WH)
.. = 2(LW +H(L +W))
.. = 2((16 in)(13 in) +(15 in)*(16 in +13 in))
.. = 2(208 in^2 +435 in^2)
.. = 1286 in^2

The surface area of the prism is 1286 in^2.
