The correct answer is A. Walking to the movies, the thunderstorm drenched Cody.
A dangling modifier refers to a phrase which is located in a wrong part of a sentence - that way, it either doesn't refer to anything at all, or it refers to the wrong word. The way sentence A is written, it would seem that the modifier walking to the movies refers to the thunderstorm rather than Cody.
