Point-slope equation of a line:

y - yo = m(x - xo)
Where m is the slope (1/4) and (xo,yo)=(2,-2)

y + 2 = (1)/(4) (x - 2)

y + 2 = (1)/(4) x - (1)/(2)

y = (1)/(4) x - (5)/(2)
The y-intercept is -5/2, the graph is shown in the photo.
