represent each part of the data as a proportion of 360, because there are 360 degrees in a circle.

I would say that the entire circle in a pie chart represents mainly 100% as pie charts are designed to show the portions of the total that say for taxes what % is spent on different services like say education, housing, medical etc. Of course it also represents 360 degrees but the pie chart uses % not degrees. So to sum it up, the pie chart represents all of the above.
