I would say the correct answer is C. Romeo is a lot like rosemary—pretty and sweet-smelling. The Nurse is alluding to the fact that rosemary was considered a symbol of remembrance between two lovers. But she is teasing Romeo with this comparison, as she is afraid that he might trick Juliet into yielding to him, and then hurt her. This comparison with rosemary implies that young Romeo might be sweet in words, fresh and beautiful in looks - but not much more than that.
