I believe the answer is: D. is a federal question case over which the federal courts have jurisdiction.

All cases involving violation of human rights are much more likely to be considered as a federal case. On top of that, what makes this case would be 100% handled by the federal case is that the violation of human rights is conducted by in the state-owned establishmnet.
