I believe the answer is: the appointment in 1946 of the President's Commission on Civil Rights
The main purpose of President's Commission on the civil right is to investigate the current status/condition of American civil rights and developed several
measures to strengthen and protect them.
This commission was disbanded 1 year after it's creation after they've finished reporting their findings to the president.
