You would basically convert the fractions into whole numbers. 4/4 is 1 since 4 can go into 4 once and 4/2 is 2 since 2 can go into twice. To answer your question, Tracy has more flour. Hopes this helps!! :D

Tracy uses more Flour because 4/4 is 1 cup and 4/2 is 2 cups.
