7.4 divided by 185 is 0.04. When we multiply by 100 to convert to a percent, we see that 7.4 is 4% of 185. Thus the tolerance is 185 lb ± 4%.

7.4 divided by 185 is 0.04. This means that 7.4 is four percent of 185, which is seen when we multiply 0.04 by 100 to convert it to a percent.
So the answer is 185 lb ± 4%.
