Why does the term angle need to be defined prior to defining perpendicular lines

In order for two lines to be perpendicular, they have to intersect at a ninety- degree angle. The term angle would have to be defined before perpendicular lines because it is used in the definition. A definition for perpendicular lines is insufficient if the term angle is not defined first.

Perpendicular lines are defined as two intersecting lines that meet at a 90 degree angle. Without the understanding off what an angle is, or how it is measured, the concept of perpendicular lines is not going to be understood.
