Would a 9-N force applied 2 m from the fulcrum lift the weight explain

the answer is no. You need the two torques to equal in order to lift something. That is 9 X 2 = lifting torque and 9 X 3 = lifted torque.

As you can plainly see 18 < 27; so you cannot lift that 9 N weight located 3 meters from the fulcrum.
