The legislative branch makes the laws, so they’re proposing and passing the laws until they’re sent to the executive branch to be vetoed or passed and then checked on by the judicial branch, which checks if the law is constitutional or not.

By creating laws. So that they could see if the other branches are being unconstitutional.
