4 of these statements are accurate:

-f(x) increases at x<0

-f(x) increases at 0<x<1

-f(x) decreases at 1<x<3

-f(x) decreases at x>3

You can find these facts by checking out where the vertex is. Since the vertex (highest point) is at x = 1, we know it is increasing for all intervals before and decreasing for all numbers after.
