we know the seal does 8 miles in 1 hour, therefore

$\bf \begin{array}{ccll} miles&hours\\ \text{\textemdash\textemdash\textemdash}&\text{\textemdash\textemdash\textemdash}\\ 8&1\\ 52&h \end{array}\implies \cfrac{8}{52}=\cfrac{1}{h}\implies h=\cfrac{52\cdot 1}{8}$
