Passed by Congress June 4, 1919. Ratified August 18, 1920.

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. Congress shall have power to enforce this article by appropriate legislation.

The effect of the passage was that women got general suffrage rights. Before the 19th amendment was passed, women weren't allowed to vote. It was about states deciding and some decided even before this time. It was after the passage of the amendment that everyone got suffrage rights on a nation wide scale as a constitutional right. You can expand this for your essay and find out more about it if you find info on the suffragettes and on first wave feminism.
