line y=-8 is a horizontal line, so the line perpendicular to it will have

no slope;

and the line parallel to it will also have 0 slopes because horizontal lines have a slope of 0.

The perpendicular slope is undefined because the slope for the given line is zero. 1/0 has no meaning at least for this problem.

y = 5 would be parallel. Any number could be put in there even a transcendental.

y = pi. is parallel to y = - 8

x = 3 would be perpendicular to y=-8
The two lines would meet at (3,8)
