the ercent of the voters were in favor of the building the shopping center = 20%
4400 =
number of votes in favor of the center
17600 = number of votes against of the center
(4400+17600) number total of votes
(4400+17600) : 100 = 4400 : x
x = (100 x 4400) / 22000 = 20
