Answer: Assuming there's no evidence, I would say it's either Thomas Hobbes or John Locke because they were associated with Thomas Jefferson when Jefferson wrote the "That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it." and that they established and influenced each other with humanitarian rights.
