What is the cause behind the continued expnsion of education in the early twentieth century?

For one thing there was a great influx of legal immigration. People came from many parts of Europe. They had to be taught English which was the language of the time.

For another, America was becoming more industrialized which meant she needed trained workers. This is true of many other countries as well.
