The tree is 15 feet.

For every foot, there is a 1.4 foot shadow.

5 • 1.4 = 7

28 - 7 = 21

21 ÷ 1.4 = 15

You can also:

5 ÷ 7 = 0.714285714285714

0.714285714285714 • 21 = 15
