Example B uses figurative language to describe the image. The way the police surround the buses to protect those in the buses from bystanders, is being compared to how a gardener would take precautions to protect his plants from a storm. The literary device known as a simile is what is being used in this sentence.

the correct answer is B, because it states that the motorcycle police protects yellow school buses, and it does not clearly state that they are protecting the students inside so it sounds like the buses are in danger of the angry bystanders.
