x = The cost of each book of stamps
There for your expression would be:
3x + 4.50
3x is 3 book of stamps times x cost of each book.
Your 4.50 is your one time fee to mail the package.
Hope this helps! (:

In 2006, the cost to mail a first-class letter was $0.39 for the first ounce and $0.24 for each additional ounce up to 13 ounces. So people who mailed many letters would buy many $0.39 and $0.24 stamps.
