The correct answer is - it's a modifier.

Modifiers are words such as adjectives and adverbs which are used to modify, or describe other words in a sentence. Adjectives are used to modify nouns and pronouns, whereas adverbs are used to modify verbs, adjectives, and other adverbs. The adjectival phrase in the sentence above is a little tired of the rain and it modifies the pronoun we.
