Luis will not win the case because the ban falls under this restriction and it is neutral.

No, it wont.
First amendment granted every American citizen the freedom of speech, as long as it does not use to cause a disturbance for other people, harm, or violence.
Since the speech disturbs other people in doing their activities, the state of Nevada has enough ground to bans such speech.
