When did Lincoln propose the Thirteenth Amendment?

It was passed by Congress on January 31, 1865, and ratified on December 6, 1865

Lincoln proposed it through the Emancipation Proclamation. When he realized that the emancipation proclamation might be discredited after the war, he understood that in order for it to stick, he had to make it an official amendment to the US constitution. It was soon after delivering the Proclamation that he gained support for amending the constitution and it was ratified soon after.
