First find the equation of the given line. Let y=mx+b. 1=4m+b;-3=-4m+b. Solving, and get b=-1, m=1/2. So the line that is perpendicular to it must have slope -1/m=-2. Suppose the form is y=-2x+b, since it passes through (-4,3), the point slope form is y-3=-2(x+4).
