A position paper a report that demonstrates (or shows) a person's feelings, attitudes, or intentions on a certain subject.

What this is doing is informing you about how someone feels about something. It is a report, so it is telling you information and factually stating how someone feels about a certain subject.

"B" To inform. <== the answer

I hope this helps!
