In the excerpt from "A Modest Proposal", by Jonathan Swift, with the phrase "already devoured most of the Parents", Swift is suggesting implicitly that C. The landlords have virtually worked the adults on their property to death. Swift, writes about how Ireland is suffering from being under British rule. He writes about how impoverished couples have trouble feeding their children. Mothers and children have to beg on the streets. Landlords made the parents work hard in a cruel and unfair way.
