Juan learns that his favorite local public park is going to be turned into a shopping mall. He is quite upset at the thought of losing his favorite park. This issue concerns Juan enough that he decides to do something about it!

Your correct answer would be "City council" because it is the city that is making this decision. There is not reason to go to the "U.S. House of Representatives" because this case is not that big. You would just go the the "city council". There that one's controlling this.

(Ps: I wouldn't mind to get a new mall) XD
