Based on my research, Traffic rules and regulations are likely different in her new state. Not everywhere you go you can ride bikes. I know in a city I got to, I can skate on there side walks. You could get in trouble, so I never did it. So in her case, she would have to do the same.

The question states:

The one that talks the most about traffic laws is "Traffic rules and regulations are likely different in her new state". Or "B".

This uses traffic laws, is informative, and provides the best reasoning.

Since Melissa is an avid biker, she would know important safety rules. The weather and terrain don't really apply to "traffic rules' and an avid biker probably wouldn't go riding without a helmet.
