President Jimmy Carter launched the aquatic species program, a research program in the United States in 1978. The United states Department of energy funded for the program. In near 1970, American supply of oil was far too less compared to the demand that was increasing.

The creation of transportation fuel from the use of plant life was initiated by the department of energy. The Aquatic species program was started with a view to make renewable fuel for transportation but later use of aquatic plants as source of energy was i.e. bio-diesel from algae was thought of. Algae was the plant that was focused on to produce hydrogen.
