it means to get the salary + half the salary so, if your salary was 20 and you got a 150% raise then you would take half of 20 which is 10 and add it to 20 which is 30

Giving a 150% salary raise would mean that your salary is going up by 150% meaning if you have a 46,000 salary, the raise would make it to where your salary is now going to be 69,000.
46,000*150%=69,000 or 46,000*1.5=69000
