Not at all. Our muscle-skeleton are adapted to the current gravitational force if we were born into an environment with half the gravitational force then our muscles would also be atrophied thus rendering the whole scenario mute.

It would make us lighter, and it would be easier to dunk the ball. The ball would also bounce higher.
