In a command system, every single resources that exist in the country falls under of the ownership of the central government. The government officials will be the one that has the right to distribute those resources and determine the type of economic activities that the citizens can pursue.

This will means that the people wouldn't have any choice to pursue a career based on their interest and they also technically own a private poverty for themselves.
