Rate of change is slope. Slope is rise over run, or change of y over change in x. Our two point to use are (1/2,2) and (-3,-1).
Therefore:

(y1-y2)/(x1-x2) = (2-(-1))/( (1)/(2)-(-3) ) = (3)/( (7)/(2) ) = (6)/(7)
