probability has high blood pressure ---------------------------- > p(h) = 0.3
probability is a runner ---------------------------- > p(r) = 0.3

then
probability is not a runner ---------------------------- > p(nr) = 1-0.3=0.70

the probability that a randomly selected person has high blood pressure and is not a runner--------------------- > p(h)*p(nr)=0.3*0.70=0.21

The answer is 0.21 (21%)
