The African saying was "Speak softly and carry a big stick". This, in the terms of expansionism and imperialism, means that they would give to-be- 'colonies' a chance to accept US control. If they fail to meet the requirement and prove to be a threat to the US, the US would then use it's "big stick", or the military, to crush the rebellion/threat
