I think the answer would be obeying the laws because Georgia started out as a prison state. So the authorities wanted the residents to obey the laws

Hey There! The answer is C "Freedom of speech and the press" Thats because Georgia Constitution contains the Bill of rights which contains the amendments and the option C is the first amendment. Hope this Helps!
