For starters 19/4 can be divided or made into a mixed fraction.
19/4=4 3/4 or 4.75
So you need to add .24 or 1/4 to make 5

You add 1. 19 divided by 4... it’s not a full number. (Whole number). But, 19 plus 1 equals 20. 20 divided by 4 is 5
