Hey there,
In the town, it is 31°F.
It then drop's 15.
The following would be the equation.
31°F - 15°F = 16°F
In your town, it will now be
16°F.
Your correct answer would be

Temperature drops 15 degrees.
31-15= 16 <=== the equation
