Point-slope:
y-y1= m(x-x1)
Plug in what you know.
y1= 1 and x1= -8
y-1= 2/5(x-(-8)
y-1= 2/5(x+8)
Distribute.
y-1=.4x+ 3.2
<- that is the final answer
