Already overpopulated with their own people. An example of this was in 1939 when the United States filled its combined quota of Germany and Austria. However, this limit did not come close to satisfying demand; by the end of June 1939, 309,000 German, Austrian and Czech Jews had requested the 27,000 available places within the quota. Similarly, it happened with other countries such as Great Britain, France, Canada, Australia.
