How do I find the scientific notation of a decimal EX: 0.0013

The scientific notation of decimal 0.0013 is 1.3 x 10^-3.
When the power is a negative number, the decimal is moved over to the left. To find the scientific notation for a decimal, you find the whole number, any number less than 10.0, and then figure out how many places over the decimal moved over to the left. When the power is a positive number, the decimal moves over to the right, making the number larger. When it goes to the left, the number continues to get smaller.
