The perimeter is the sides all added up. A kite has two pairs of congruent sides. (they have the same measure)

So,

8+8= 16

38-16= 22

Since two sides have equal lengths, divide this by 2.

22/2=11

"B" 11 in, is the answer.

I hope this helps!
