How did william bryan work out a compromise in regards to 1898 treaty of paris?

Originally, Bryan staunchly protested the idea of the United States annexation of the Philippines, but to the shock of his contemporaries, he suddenly became very outspoken with his support of the Treaty of Paris with a ratification, one that allowed the Philippine annexation. Bryan firmly believed that the best chance the island had of gaining freedom after America gained control of it was if it were to remain in Spanish custody.
